Pedro Cabeleira was born in Entroncamento in 1992. In 2013, he graduated in Directing from the Lisbon Theatre and Film School, and his final-year short film, Estranhamento, was screened at Fantasporto and Caminhos do Cinema Português. That same year, he founded, with Joana Peralta and Marta Ribeiro, the Lisbon-based production company VIDEOLOTION. In 2017, Damned Summer premiered at the Locarno Film Festival in the Filmmakers of the Present competition, where it received a Special Mention from the Jury (the film was screened at other international festivals, such as Turin, Mar del Plata, and LEFFEST). This was followed in 2019 by a short film, Filomena, commissioned by the Lisbon Architecture Triennale to be part of the Lisbon Acts exhibition. The film premiered that year at IndieLisboa, and in 2022, another short film, By Flávio, was screened at the Berlin Film Festival, nominated for the Golden Bear.

Filmed in his hometown, Entroncamento (2025) is his latest feature film, premiering at the Cannes Film Festival (ACID section). In Portugal, it is being screened in the Official Selection in Competition at LEFFEST. The director will be present at the screening.
